…Clarity With Fundamental Facts Between Two Administrations

Public records on Primary Health Care grants to Osun State have exposed a stark contrast between the tenure of former Governor Isiaka Gboyega Oyetola and the current administration of Governor Ademola Adeleke.
The Records: $20.5 Million vs Zero Grant
Data from the World Bank IMPACT Project, published by the Federal Ministry of Health, shows that the Oyetola administration received about $20.5 million in PHC grants between 2018 and 2022.
Despite this funding, multiple health sector assessments show that many Primary Health Centres across Osun remained in poor condition throughout the period. Reports indicate the administration prioritized electronic gadgets and boreholes in some facilities — interventions that failed to address core medical needs. Osun ranked low in national health indices between 2018 and 2022.
The Adeleke Difference: Zero Grant, Total Health Overhaul in 3 Years
In contrast, the administration of Governor Ademola Adeleke has operated without accessing any PHC grant till date. In just three years, Osun’s health sector has moved from neglect to national model:
1. Over 200 Primary Health Centres rehabilitated statewide as of August 2025 — covering all 30 LGAs.
2. 200 PHCs equipped with 24/7 solar power, boreholes, and modern equipment — enabling night services, safe deliveries, and cold-chain vaccine storage.
3. Back-to-back 1st place wins in the Federal Government/NGF Primary Health Care Leadership Challenge in 2024 and 2025 — the first time Osun has led the nation in health.
4. $1 million Ford Foundation award in March 2024 for health system strengthening — global recognition for measurable results, not proposals.
5. Osun Health Insurance Scheme (OHIS) expanded to cover over 150,000 new enrollees, including pensioners, vulnerable groups, and informal sector workers. Out-of-pocket spending has dropped significantly for residents.
6. Over 300 health workers recruited and trained to staff revived PHCs, ending the era of empty facilities.
7. Imole Free Surgical & Medical Outreaches have provided free surgeries, eye care, and treatment to over 50,000 residents across all 3 senatorial districts — with documented testimonies from beneficiaries.
3 Years, Total Health Revival
Governor Adeleke did not just paint buildings. He rebuilt Osun’s health system from the ground up. Today, pregnant women in Ola-Oluwa LGA no longer travel 40km to deliver safely. Children in Ifedayo now get immunized in solar-powered PHCs. Elderly patients in Irewole access free drugs through OHIS.
From maternal mortality reduction to improved antenatal attendance, the data is shifting. Development partners now cite Osun as a case study in low-cost, high-impact health reform. This is what happens when a governor treats healthcare as a right, not a slogan.
From Bottom to Top
Every government is graded by external bodies. Between 2018 and 2022, Osun’s health sector received poor ratings. From 2022 to date, the sector has been revived to functional status, attracting commendation from governmental and non-governmental bodies.
This is the difference between leadership that serves and leadership that excuses. In three years, Governor Ademola Adeleke has shown that political will, prudent management, and empathy — not just funding — deliver results.
